Too bad about the scarf! Around here if I'm missing a scarf, I have a number of furry potential culprits but that doesn't mean I'll get it back in one piece.
I would go with soaking the item thoroughly and then shaping it on a flat surface. You may need to turn it over and reshape it as it dries as well. (Though with something as small as a hat, once may be enough.)
