1. I'm fairly good at posting pictures on lj so if you tell me what the problem is I may be able to help you. I personally have noticed no change when I posted pictures yesterday.
2. I resize when I post myself but so long as it's under a cut a big picture is not an issue. And if it is, I have put a code in my layout which automatically resizes pictures to be no more than 700 px so I can just switch to my background. :)
